Texas Infant & Early Childhood Mental Health Consultation Program Manual

This Program Manual was developed to support the creation, sustainability, and statewide alignment of an Infant and Early Childhood Mental Health Consultation (IECMHC) system in Texas. The manual establishes standards for IECMHC services across early childhood care and education (ECCE), home visiting (HV), early childhood intervention (ECI), and pediatric settings, and builds upon existing IECMHC programs throughout the state. This manual is intended to guide the design, implementation, evaluation, and long-term sustainability of IECMHC programs; support the modification and alignment of existing programs; and establish core competencies for IECMH consultants and their teams. The manual is organized into four sections: orientation, competencies, training, and evaluation. The evaluation section includes a Texas IECMHC logic model. An appendix is also included and contains resources, sample forms, processes, budget tools, and evaluation tools to support implementation of IECMHC with fidelity to the statewide model.
