Texas Infant & Early Childhood Mental Health Consultation Program Manual: Part 1 – Orientation

In Texas, IECMHC programs have existed in pockets since at least 2015, when Texas received a Project LAUNCH (Linking Actions for Unmet Needs in Children’s Health) grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). This guide is intended to set standards for IECMHC services in early childhood care and education (ECCE), home visiting, early childhood intervention (ECI), and pediatric settings, and seeks to build upon the existing IECMHC programs across Texas.

We recommend using this program manual in the following ways:

1. In the design and creation of new IECMHC programs;

2. For consideration and modification of existing IECMHC programs; and

3. To establish competencies for IECMH consultants and their teams.
